A second person has been arrested in connection with the death of a man whose body was found near Hueco Tanks.

Kyle Jones was arrested Monday in connection with the death of Frank Hernandez.

Hernandez, 22, was found lying on the road by a passerby on the 4400 block of Stagecoach Drive on Jan. 5.

Jones was charged with tampering with evidence and failing to report a felony. He was booked in the county jail on bonds totaling $14,000, which he posted later that day, according to court records.

The El Paso County Sheriff’s Office says Jones is ex-military.

In court documents, obtained by CBS 4, investigators said the original plan was for Jones to shoot and kill Hernandez.

According to a police report, Harrison was arguing with Hernandez, and witnesses said Harrison accused Hernandez of stealing.

Jones first denied knowing Hernandez, according to court documents, then the documents state Jones admitted being there and taking Hernandez’s wallet and cellphone after the murder.

Investigators said Jones and another man also put Hernandez’s clothes and shoes in trash bags to get rid of them.

Fort Bliss soldier Cornelius D. Harrison was previously arrested for his alleged involvement in Hernandez’s death.

Harrison pleaded not guilty during an arraignment hearing in February, and his trial is expected to begin Nov. 2.
