Man arrested after witness takes video of him beating dog

A 29-year-old man was arrested after investigators received video of him beating his dog, police said.

Detectives with the newly formed El Paso Police Department Animal Cruelty Investigative Unit responded to the incident Sunday at the Villa Sierra Apartments at 2435 McKinely Ave.

A witness told police a dog was being physically abused by its owner, 29-year-old Joshua Mitsumatsu, and provided video to officers of the incident.

In the video, the owner is seen picking up the shepherd mix and throwing it to the ground. Once it is on the ground, Mitsumatsu starts beating the dog.

Investigators learned the dog's name is Tali.

Mitsumatsu was arrested and booked into the El Paso County Detention Facility on animal cruelty charges.

Tali, who is a year and a half, was seized by Animal Services and is now being taken care of by Law and Paws, a nonprofit organization funded by an EPPD detective who provides foster care for pets who have been abused.

The detective works with the organization when he is not on duty and gets help from volunteers.

Tali is available for adoption.
