KFOX14 Investigates: Thanksgiving hit-and-run suspect’s criminal history

Joel Velazquez turned himself in two days after the crash that killed Amanda Ferguson Weyant at Cincinnati and Mesa just before 2 a.m. Thanksgiving Day.

KFOX14 Investigates was the first organization to report his criminal history on Saturday. He has a criminal record and is currently being held on an ICE detainer for being in the country illegally.

ICE released the following statement:

On Nov. 24, 2018, deportation officers with U.S. Immigration and Customs Enforcement (ICE) placed an immigration detainer with the El Paso (Texas) County Sheriff’s Department on Joel Josue Velazquez-Herrera, 24, of Ciudad Juarez, Mexico, following his arrest on criminal charges.

KFOX14 Investigates obtained his 2017 arrest record for assault. He’s scheduled to go to trial in February on the charges.

According to the arrest affidavit, Velazquez's neighbor asked him to stop smoking marijuana in front of his child.

The neighbor reports that's when Velazquez, 24, punched him in the mouth -- breaking his dentures.

Investigating officers observed the neighbor to have swelling on both the upper and lower lip and the neighbor said he desired prosecution.

We also obtained the crash report from Thanksgiving morning

It confirms Ferguson Weyant was in the crosswalk when she was hit.

It states a red car, speeding south on Mesa, ran the red light at Cincinnati, struck Ferguson Weyant, dragged her a short distance and then sped off without stopping.

The ICE detainer means Velazquez cannot bond out of jail. He is currently being charged with Accident Involving Death.
