KFOX14 Investigates: Officer charged in son’s drowning investigated twice

EPPD officer Raymond Licon was charged with criminal negligent homicide in death of son.

KFOX14 Investigates has learned the El Paso police officer whose 11-month-old son drowned in a bathtub last month had a clean record with the department.

Officer Raymond Licon was arrested earlier this month on charges of criminal negligent homicide.

According to the criminal complaint, Licon left the bathtub faucet running and left the child in the tub. The water overflowed to the point where it was dripping from the second floor to the first floor.

Licon had been on the department for two and half years.

KFOX14 Investigates found during that time he was part of two internal affairs investigations.

As a probationary officer in May 2015, Licon was investigated after a driver accused of him of excessive force and being rude.

A second investigation from April 2017 alleged excessive force stemming from another traffic stop.

Licon was cleared of any wrongdoing in both investigations.

A disciplinary card obtained by KFOX14 Investigates was also clean.
