‘Extremely emaciated’: Police records say east side man starved dog.

“Monster.”

That’s how east side resident Karin Reichenbach describes her neighbor to KFOX14 Investigates after seeing photos of his dog.

Nicholas Monnier is facing charges of cruelty to non-live stock animals for allegedly starving the dog to death.

The 7-month-old black Labrador retriever mix named Midnight died in April.

Police documents obtained by KFOX14 Investigates say the dog was found to be emaciated.

KFOX14 Investigates went to Monnier’s home on War Feather in East El Paso on Wednesday but no one answered the door.

According to police, Animal Services officers received an anonymous tip on the dog’s poor condition and went to check on the dog.

That’s when officers gave Monnier a verbal warning and told him to take the dog to the veterinarian.

The documents state that Monnier said he was feeding the dog twice a day and didn't know why the dog was so thin.

The following day, Monnier called Animal Services to report the dog had died.

Animal Services reported there were no signs of food at the house, despite the defendant presenting food bags as evidence he had fed the dog before work.

Documents say Animal Services' veterinarian conducted a necropsy on the dog that showed Midnight was “extremely emaciated,” weighing only 25 pounds, though a healthy Lab at 7 months old should weigh at least 40 pounds.

Documents say the vet determined the dog had not been fed for at least two to three days and the cause of death was starvation.

Reichenbach she didn't even know there was a dog next door until Animal Services showed up, because it never barked.

“It was a skeleton... If I would have known, I could have thrown food across,” said Reichenbach.

Other neighbors tell us they asked Monnier on multiple occasions if his dog was sick or needed help.

Monnier was booked into the El Paso County jail, but has since been released.
